Association of Indigenous Minorities of the North asks to double subsidies for reindeer herding

The Association of Indigenous Peoples of the North requests the Council for the Development of the Far East, the Arctic and Antarctic to double the subsidies for reindeer herding. A proposal to increase the sum from 5 to 10 thousand rubles per herd was made by Svetlana Demkina, president of the Tos-Chadir Association of Indigenous Peoples of Siberia.

"We would like the subsidies to be increased from 5 to 10 thousand roubles. This measure will help to save the unique reindeer breeding. Attention should be paid to this issue, as it's a traditional culture," she said at a meeting of the working group on the development of the Far East, the Arctic and Antarctic in the Federation Council.

She has also noted that today only 2 thousand of reindeer are being bred in the Republic of Tuva, which is a critical number and can lead to the extinction of reindeer breeding.

In his turn, Alexander Akimov, Deputy Chairman of the Commission of the Federation Council on the Federal Structure, Regional Policy, Local Self-Government and Affairs of the North, Head of the Working Group on the Development of the Far East, the Arctic and Antarctic under the Council of Federation believes that it is necessary to restore and support reindeer herding as a northern traditional industry. "Today everyone understands that reindeer breeding must be restored, there is a lack of personnel, and young people have no desire to be occupied in this activity," he noted.

Elena Shumilova, a senator from Komi republic, told TASS that Russia has made serious steps to support the indigenous peoples of the North and their trades, but reindeer breeding is a particular sphere of production that goes beyond the nationalities and regions. Nenets reindeer herders and Komi reindeer herders should have equal opportunities (Komi nationality is not included in the list of indigenous small-numbered peoples).

"Today it is necessary to support not jist the national type of craft, but reindeer breeding as a potentially very productive sub-sector of cattle breeding. For example, today 277 reindeer breeders of Komi region receive state support, but it’s not enough, so it is necessary to change the approaches to support northern reindeer breeding as a whole. So we hope that our colleagues from the Ministry of Agriculture of Russia will help us to give new opportunities for our reindeer herders - both Komi and Nenets. Today a draft law on reindeer breeding is being worked out by the profile working group of the Federation Council. As soon as the law is prepared, it is to be submitted to the Ministry of Agriculture", - she finalized.
