The plenary session "New horizons of state policy in the Arctic" was the key event of the first day. Yuri Trutnev, Deputy Prime Minister and Presidential Envoy to the Far East, sent a greeting to the participants in the event. “The Forum Arctic: Today and the future” over the past years has established itself as a leading platform uniting the current public agenda of the Arctic development, and we expect to continue to rely on it as an effective tool for a civil forum», - he said.

In the Arctic zone, over 15 years they promise to create up to 200 thousand new jobs, in Arkhangelsk they are going to open a federal center for health development in the Arctic, an influx of investments into the polar region is expected to amount to 15 trillion rubles – it will be possible due to the benefits provided by the Arctic development strategy until 2035. These and many other statements were made by the Deputy Minister of the Far East and the Arctic, Alexander Krutikov. «A special economic regime can be established in the Arctic zone in 2020», - the deputy minister said.

«The State Duma is interested in the quickest promotion of the initiatives agreed upon with the Arctic and northern regions, which are proposed by a new package of documents on the development of the Arctic zone. We are ready to participate in the development of bills, conducting expert reviews, and coordinating them with the regions», - Valentina Pivnenko, First Deputy Chairman of the State Duma Committee on Regional Policy and Problems of the North and the Far East, said.

According to Senator Alexander Akimov, infrastructure development is needed to improve the situation in the Arctic. “Without the construction of roads and railways, the modernization of existing ones, construction of new airports, the development of small aircraft, it will be difficult to develop the Arctic. It is necessary to revise the entire social policy in the Arctic regions, the system of remuneration and pensions, otherwise it will be very difficult to provide the territory with a population and qualified personnel», - speaker said.

The creation of the first transarctic communication line will strengthen Russia's position in the Arctic, Gevork Vermishyan, General Director of MegaFon, forum partner, said. The new communication line will provide the fastest signal with the minimum level of delay due to the choice of the shortest path and the use of advanced technological solutions. The length along the Arctic coast of Russia will be 10 thousand km, the total length - 13.8 thousand km.

1 billion 700 million rubles will be allocated for the organization of the scientific expedition “North Pole 2020», - Vladimir Burmatov, chairman of the State Duma Committee on Ecology and Environmental Protection, said.

«Together with the Association of Polar Explorers and its President Arthur Chilingarov, we managed to include the support of the scientific expedition “North Pole 2020”  in the draft budget», - Vladimir Burmatov said.

Industry experts will continue to discuss the development of the Arctic region at the international forum on December 6. The discussion program will be opened by the plenary session “Regions as Key Participants in the Development of the Arctic Zone of the Russian Federation”. Focus on resources, opportunities, strategic potential of the Arctic regions. The forum will have 14 panel and working sessions, as well as a meeting of the Council of the Association of Polar Explorers.
