Ministry for Development of Russian Far East completed work on a draft Arctic development strategy
Ministry for Development of Russian Far East completed the preparation of a draft development strategy for the Arctic zone of the Russian Federation until 2035. It will be submitted to the government after the approval of the foundations of state policy in the Arctic, according to the website of the ministry.
In April 2019, Russian President Vladimir Putin announced plans to adopt a new development strategy this year for the Russian Arctic until 2035. According to him, the document should combine the activities of national projects and state programs, investment plans of infrastructure companies, development programs for the Arctic regions and cities.
"The draft strategy, which contains measures to accelerate the development of the economy and social sphere of the Arctic territories, according to plans, has been prepared. But, keeping in mind that it can be submitted to the Russian government only after president’s approval of the foundations of state policy in the Arctic until 2035, we continue its discussion with departments and regions", - head of the Ministry Alexander Kozlov said.
In early November, the Ministry submitted to the government a draft decree of the President of the Russian Federation "On the basics of state policy in the Arctic and national security until 2035".This document defines the national interests of Russia in the Arctic and the main directions of their implementation - the goals which the development strategy of the Arctic zone until 2035 is built on.
In addition, the draft federal law on the special economic regime in the Arctic was finally agreed. By the end of the year, the document is planned to be submitted to the State Duma so that investors can take advantage of preferences in 2020.
The basics of state policy in the Arctic for the period until 2020 are determined by a document that was signed in 2008 by Dmitry Medvedev, who headed the country at that time. It sets out the main goals, main tasks, strategic priorities and mechanisms for implementing the state policy of the Russian Federation in the Arctic, as well as a system of strategic planning for the socio-economic development of the Arctic zone and ensuring national security of Russia.
