The Interregional public organization «Association of Polar Explorers» was established at the All-Union Congress of polar explorers in 1990 to protect the interests of polar workers, residents and indigenous peoples of the Far North; to facilitate the implementation of the main directions of the state policy of the Russian Federation in the Arctic and Antarctic; to participate in the formation and implementation of programs in the field of environmental protection and polar territories.
In order to develop and coordinate public activity, the Association has formed public commissions on the specific areas of social and economic development of the Arctic zone of the Russian Federation:
  • Ecology;
  • Social projects;
  • Science and technology;
  • Science and higher school;
  • Work with veterans;
  • Spiritual, cultural and natural heritage;
  • Information systems and telecommunications.
The tasks of the commissions include a comprehensive analysis of issues, the collection and systematization of public initiatives, as well as the development of public proposals and solutions for improving governance and administration and self-regulation in the core area.

In order to attract regional activity and the development of interregional cooperation, the Association of Polar Explorers promotes the formation of regional Polar Commissions - public expert-consultative bodies under the administrations of the subjects of the Russian Federation. Today, the polar commissions have been established and successfully operate in St. Petersburg, the Arkhangelsk region, the Murmansk region, and the Krasnoyarsk region.

The President of the Association is a deputy of the State Duma of the Federal Assembly of the Russian Federation, Special Representative of the President for International Cooperation in the Arctic and Antarctic Arthur Nikolayevich Chilingarov.
