The strategic importance of the Arctic for the country requires a special attitude to this macroregion
The Federation Council Committee on the Federal Structure, Regional Policy, Local Government and Northern Affairs at the autumn session will organize parliamentary hearings on the preparation of the draft of Arctic Development Strategy until 2035, the head of the Committee Oleg Melnichenko said. This was reported on the website of the Federation Council.
The senator noted that the key problems of the regions of the Arctic zone were being solved slowly and not always effectively, despite the efforts and achievements of the state. In most of these regions, there are common problems: population outflow, underdeveloped infrastructure and transport links and low level of investment. Together, this impedes their development.
Oleg Melnichenko reminded that the Strategy for the Development of the Arctic Zone until 2020 would expire next year, so the discussion of the priorities and approaches of the new Strategy until 2035 is very important and relevant.
First of all, it is necessary to stimulate investment in the Arctic. “At the same time, the legislative regulation of the development of the Arctic zone should be much wider than just attracting investment», — he said.
The head of the committee noted that it was necessary at the legislative level to determine the criteria for classifying land territories as the Arctic zone of the Russian Federation, to develop and approve water planning tools, and also to create a legal framework for the functioning of the Arctic information system.
These and other issues will be discussed as part of the preparation of the “Arctic strategy” until 2035 during the upcoming parliamentary hearings.
