The bill on the features of public procurement in the Arctic zone was submitted in the State Duma
Municipalities located in the Arctic zone were offered permission to procure goods and services from a single supplier. This bill was submitted to the State Duma.
The author of the initiative is the State Assembly of the Republic of Sakha (Yakutia). The bill will complete the list of cases (prescribed in the Federal Law on Public Procurement) when it is possible to purchase from a single supplier or contractor.
This law impedes state and municipal procurement in the implementation of projects in the Arctic, slow down the development of Arctic projects.
The existing rules on the contractual system are focused on the competitive environment, and in the Arctic territories they work with great difficulty: for the northern regions special conditions, that take into account their specificity, are needed. Offered measures will help to decrease significantly the period of implementation of social programs and it will have a positive impact on the living standards of northerners.
