Science will increase the amount of research in the Arctic

The government approved state measures for the creation and development of world-class research and educational centers. As Ministry of Science declared, six regions were ready to create research and educational centers, and three of them have already identified partners from universities and enterprises. According to the Kommersant Daily, the first research and educational centers will be responsible for breeding and genetic research, “ensuring the genetic independence of the Russian Federation”, the production of biofertilizers for “achieving world yields indexes”, research in the Arctic and the development of “technologies for robotic mining and transportation of solid minerals”. Sibur, UGMK-Agro, LUKOIL and Gazprom are ready to be partners of the centers.

One of the centers will combine research institutes and enterprises of the Tyumen region, the Khanty-Mansiysk and Yamalo-Nenets autonomous districts. The center should establish joint work of the Tyumen State University, structures of the Russian Academy of Sciences and the business unit “Oil and Gas Equipment and Projects”, which develops equipment for the oil and gas industry. The All-Russian Research Institute of Plant Protection, Sibur, Management Company GMS Group, UGMK-Agro and Synergy also want to take part.

The key direction will be “Arctic research”: resources and environmental quality, people in the Arctic, oil and gas, biological safety of humans, animals and plants.

For the first time, the establishment of centers in Russia was announced by Vladimir Putin in February 2019. Research and educational centers will unite universities, research organizations and large companies and should be created taking into account the geographic factor and in accordance with the competitive advantages of the universities that will join them. Work on the creation of centers is carried out in the framework of the national project «Science», 636 billion rubles will be allocated for that. A government decree approves the infrastructure of research and educational centers. It will be a set of “buildings, structures and other objects of social, communal, transport, information infrastructures, including the infrastructures of educational, scientific, scientific and technical, and innovative activities owned by the participants of research and educational centres». The centers will have to take part in the implementation of scientific and technical programs, which are considered by the councils on priority areas on the basis of the Russian Academy of Sciences and approved by the Presidential Council for Science and Education.
