Krasnoyarsk deputies proposed to solve the problems with garbage of the Arctic at the expense of the Federation
In the Far North it is impossible to apply to waste disposal the same requirements that currently exist in the legislation, because polygons cannot be built in the permafrost zone. We need a special approach - garbage collection or incineration. But any tariffs will not be enough, if these costs are imposed on the population. The chairman of the Committee on Natural Resources and Ecology of the regional Legislative Assembly Alexander Simanovsky made such a statement.
Krasnoyarsk Territory was supported by representatives of Yakutia and Magadan. After such appeals from the regions, the Committee on Natural Resources introduced an amendment to the federal law on industrial and consumer waste that the reform until 2020 didn’t start where there was no regional operator.
The proposals of the Committee on Natural Resources and Ecology of the Legislative Assembly were included in the final resolution of the X International Ecology Forum. The resolution will be submitted to the federal government and relevant committees of the State Duma and the Federation Council.
There is no regional operator in the four hard-to-reach areas of the region, and a similar problem was found in other regions with the northern territories.
«There is no understanding in the government of the Russian Federation or in the State Duma how to implement the reform in the Arctic zone. We came to the conclusion that the only possibility was to include the solution of this problem in the federal program for the social and economic development of the Arctic», - Alexander Simanovsky said. Regional deputies are confident that the regions will never be able to cope with the problem of municipal solid waste in the Far North regions at their own expense.
